OCR and fetch lane

Scanned PDFs with no usable text layer (under 200 characters per page) become OCR jobs. Each Mac claims them with a 3-hour lease and OCRs them locally using Apple Vision, with tesseract as a fallback. It runs at low priority (nice 10) in as many lanes as the per-host server config allows (default 2 OCR + 1 fetch per Mac, max 3 + 2), and each lane pauses new claims under memory or thermal pressure so the ASR decode lanes always come first. Lane counts change from the server, with no login on the Macs. Hosts that block Cloudflare get fetch jobs instead. To join, see the joiner page.
